The challenges of participation in the governance of a major developing metropolis
The elaboration of the Municipal Housing Plan of São Paulo.
In the context of a large metropolis of 12 million inhabitants, inserted into a metropolitan region that almost doubles its population, with a very high level of poverty, urban precariousness and spatial injustice, and therefore with a very large housing deficit, the implementation of a long-term housing policy is essential. It requires a real dynamic of participation, which is however subject to all kinds of external interests and influences.
The course will draw on the experience of the development, in 2016, of the Municipal Housing Plan of the City of São Paulo as a basis for this discussion.
